The Higher Certificate in Local Economic Development

The Higher Certificate in Local Economic Development (LED) is an NQF Level 5 programme aimed at equipping entrepreneurs, managers and municipal officers with the tools to intiate and expand economic growth, both in business and local government. It will provide students with knowledge of all essential business principles.

The Programme is delivered online in collaboration with the University of Johannesburg (UJ). HVT tutors support students through weekly tutorial sessions.


In order to complete the Higher Certificate, the following modules have to be studied and passed with a mark of 50% to obtain 120 credits of study time.

National Senior Certificate


R25 000 per year; R50 000 per student for the total programme (10 LED modules over 2 years). In all cases students have to pay a R500 registration fee.
Bursaries up to a maximum of 90% of the course fees will be granted where students meet the qualifying criteria. Students' fee portions can be paid monthly in instalments.
